Finance and Culture Committee; new 2014-5 Council committees

On Monday the Council voted to pass Resolution 31499 to create a new committee structure for 2014-5. I will be chairing the Finance and Culture Committee. Councilmember Godden will be vice-chair, and newly elected Council President Burgess will also serve on the committee.

In addition I will also be vice-chair of the Public Safety, Civil Rights and Technology committee chaired by Councilmember Harrell, and serve on the Planning, Land Use and Sustainability Committee chaired by Councilmember O’Brien.

A description of the Finance and Culture committee is listed below:

Finance and Culture Committee : To provide policy direction and oversight and to deliberate and make recommendations on legislative matters relating to:

* the financial management and policies of the City and its agents, including the operating and capital budgets, levies, taxes, revenue, audits, and judgments and claims against the City (the Finance and Culture Committee is the Finance Committee required by the Seattle City Charter);

* oversight of the City’s public works construction projects except as otherwise specified;

* the City Employees’ Retirement System;

* the City Auditor;

* the City’s fleets, facilities, and other administrative functions;

* the Customer Service Bureau; and

* the Office of Arts and Cultural Affairs and other arts and cultural activities, nightlife issues, and public access television (Seattle Community Media).

Raising the Minimum Wage in Seattle

Yesterday I participated in Mayor-elect Ed Murray’s press conference announcing his Income Inequality Advisory Committee. The Mayor-elect appointed me, along with Councilmember-elect Sawant and Councilmember Harrell to serve on the 23-member committee, charged “with delivering an actionable set of recommendations for increasing the minimum wage within Seattle.” The committee includes members from business, labor, and other community groups.

I thank the Mayor-elect for appointing me to this panel. It’s very timely. Even business-oriented publications like the Daily Journal of Commerce and Bloomberg increasingly report on the damage income inequality does not only to individuals and families, but to the economy.

We can do this!

We are a strong, caring and smart city. And people underestimate us.

We do what has to be done, when skeptics say it can’t be done.

We put on a World’s Fair, even got Elvis Presley here.

We’re taking down the viaduct, which I didn’t think was going to happen.

We got paid sick leave passed, the best in the nation.

So we can get to a $15 an hour minimum wage.

And it’s not just some Socialist dream.

It’s good government.

And, it’s good business.

Just yesterday, the Daily Journal of Commerce, which is not known for its liberal leanings, had an article with the headline “Economists say Income gap is hurting the US economy.”

It’s first line read, “Dozens of economists say the economy would be better able to sustain growth (and we are all in favor of sustainability), IF low and middle income households were sharing more of the nation’s wealth.”

If you are earning $20,000 a year, working full time, you have no wealth, you barely have enough to pay the rent and feed yourself. Those folks cannot sustain an economy in Seattle that will grow.

We are fortunate in Seattle, we are growing. We all see more buildings going up, downtown and elsewhere. We are also seeing rents going up, we are seeing people losing their homes because they cannot make their mortgage payments.

We are seeing too many employees pushed further away from Seattle, where their jobs are located.

If we want job growth in Seattle, we have to pay decent wages so that our employees can afford to live in in the city. Otherwise, we become a community divided between the well-off and those who cannot even achieve  middle class incomes.

So we recognize that there is a problem.

I want to thank the newest member of our city council Kshama Sawant for getting the ball rolling on solving this problem.

And I thank our Mayor-elect Ed Murray, for immediately rolling up his sleeves and creating this task force to bring people together to work out how this will be done.

I have faith him; as a Senator he did what many thought would be impossible, he got the entire state of Washington to legalize gay marriages. He did it through hard work. But here it’s just us in Seattle, so this task should be so much easier.

I also want to thank our union and business leaders for being here today. For being willing to see how we can move forward, and not digging trenches around fixed positions.

And now it’s time for Seattle to make history – again.

Seattle Indian Services

Today, the Council passed an ordinance approving the Seattle Indian Services Commission’s decision to transfer of the Leschi Center building to the Seattle Indian Health Board. The Seattle Indian Health Board currently rents space from the Commission in the Leschi Center and in the near-by Pearl Warren building.

Under the cooperation agreement between the City and the Commission and under the covenants in the bond resolution documents issued by the Commission, the City’s approval of the transfer is required.  The City’s bond counsel advised that the approval should be by ordinance.

The Health Board is a non-profit multi-service community health center chartered to serve the health care needs of American Indians and Alaska natives living in the Seattle/King County region. The Commission is a public corporation created in 1972 to provide effective, comprehensive, and coordinated planning services, activities, and programs to meet the unique needs of the many Native American residents of Seattle.

The City Council conditioned its approval of this transfer on the inclusion of a covenant on the Leschi Center requiring the Health Board to continue providing its current services in the building for at least 25 years.

The Leschi Center and the Pearl Warren building were financed with tax-exempt municipal bonds issued by the Commission and guaranteed by the City. The outstanding debt on both buildings is over $5,000,000.

The Commission decided that the Health Board has the capacity to continue debt service payments on Leschi Center if they were to own the building.

The Commission’s other tenant, the Seattle Indian Center, has been paying approximately 80% of the amount of rent called for in its lease with the Commission, resulting in the Commission voting to evict the Center. The Center contracts with the City of Seattle to provide the community with a drop-in day center, hygiene services, a community meal program, and a food bank at its location in the Leschi Center.  As a result of its default under its lease with the Commission at the Leschi Center, those services are at risk.

The Health Board, however, has agreed to retain the Center as a tenant for 5 months in order to allow the Center time to relocate itself and the important social services it provides.

The Council also approved today a Resolution I sponsored declaring the intent of the City to retain the social services currently being provided by the Seattle Indian Center. It states in part:

“It is the Council’s intent that the services currently provided by the Seattle Indian Center continue to be available to the community without interruption regardless of the status of the Seattle Indian Center or its location.  To that end, the Council requests:

A. That the Department of Finance and Administrative Services provide whatever assistance it can to the Seattle Indian Center to relocate as quickly as possible to a new facility in which it may continue to provide the services without interruption; and

B. Should the Seattle Indian Center fail to secure, in a timely manner, a suitable facility in which it can continue to provide the services, that the Human Services Department reallocate those resources to other service providers to ensure continuity of services to the same population in the same vicinity currently served by the Seattle Indian Center.

The Council requests that the Department of Finance and Administrative Services and the Human Services Department report jointly to the City Council’s Housing, Human Services, Health and Culture Committee, or its successor, no later than January 31, 2014 on the status of the City’s efforts to ensure the continuity of the services and include cost estimates of those efforts.”

I value the services being provided by the Center and hope to see the Center successfully relocated in the near future.

Urban Politics #343: Accountability in the City Budget

Recently, a Seattle Times editorial lauded the Seattle City Council for requiring clear goals, measurable outcomes, effectiveness and accountability standards for funding projects in our 2014 budget.

For the most part, we accomplished that this year. But one exception struck me as failing to meet all of those criteria. It was not a big request, requiring only a $151,000 ongoing yearly expense plus inflation. Nevertheless, the project’s demonstrated need for city funding was weak. There were no measurable public benefits listed and, in the past, it had been provided by the private sector.

I’m talking about the Startup Seattle Initiative. The initiative is a new effort, by the City’s Office of Economic Development (OED), to support the growth of Seattle’s startup high tech sector. As one of the project’s proponents described it, Startup Seattle provides a concierge service for startup businesses to help themselves find the resources they need to stay in Seattle rather than leave for greener pastures.

It includes $126,000 for a new staff position to manage maintaining a website and developing marketing materials and $25,000 to cover various program costs.

The Office of Economic Development officially launched Startup Seattle this year with the $20,000 purchase of its website domain from a private entity that could no longer afford to operate it. The website, startupseattle.com, includes event listings such as weekly meetings of Open Coffee, where early stage investors and entrepreneurs can socialize and network.

It also notes job opportunities. Staples.com, one notice announced, was number two in e-commerce and seeking individuals to join their development team. The average annual salary for startups jobs in Seattle is $84,000, according to Simply Hired, a technology company that operates job search engines in 24 countries.

It’s important to keep these good paying jobs in Seattle. But if success is measured by the number of startups forming, Seattle is already a success.

Last July, GeekWire ranked us the second of three top U.S. cities for startups. Austin, Texas was number one and Boulder, Colorado number three. This summer, Entrepreneur Magazine ranked Seattle number five in its list of the 25 best U.S. cities for tech startups. The problem is not that we need to attract more startups. We need to retain more.

Retention of startups is a challenge. A number of cities have seen startups purchased by larger companies and relocated. Last year, the Philadelphia Tribune noted that since 2007, four companies, which made up more than $1 billion of Philadelphia’s startup economy, had left the city in search of investment capital — something beyond the scope of Startup Seattle.

If Startup Seattle does not address the problem of long-term investment, it is also programmatically vague. There are several basic questions left unanswered by the initiative: Why are we using public funds for this project? What are our measurable results?

For example, another similar OED project funded by the city budget this year, a business assistance service for restaurants, was designated $130,000. In that case, the city required that certain conditions be met by the OED before funds were spent: The chair of the Council’s Committee on Economic Resiliency and Regional Relations had to file a certification with the City Clerk that the OED had developed a sustainable, long-term business plan to diversify funding beyond city coffers.

That’s something that was lacking in the Startup Seattle Initiative proposal and is why I initially suggested we drop Startup Seattle from the budget until it could be justified to the council.

Without enough support for that approach, I offered an amendment requiring that before OED receive any money for Startup Seattle, it had to satisfactorily answer council questions about the Startup Seattle initiative and Seattle’s existing early stage technology sector; present a sustainable, long-term plan for maintaining Startup Seattle and identify possible 2014 funding commitments from non-city partners. Only councilmembers Jean Godden and Tom Rasmussen voted for that amendment.

In a final effort to achieve accountability, I offered another amendment allowing the Office of Economic Development to spend the funds before responding to the Council’s questions and conditions by next summer. That amendment passed.

OED’s report will present a three-year work plan with targeted and measurable outcomes, will identify monetary and in-kind commitments from non-city partners and will include an analysis of whether Startup Seattle could be sustained in the future if transferred to a non-city entity and provided with reduced or no city funding. While the city has a proper role to play in supporting and encouraging economic development, it has to be done in a way that demands public benefits in exchange for public assistance. The City Council has yet to receive any guarantees to that effect, but the discussion can be brought forward again when OED reports back on September 1, 2014.
